Billboard pictures should be large and striking, immediately recognisable and eye-catching. The audience only have a few seconds, to be able to work out what's your image is and how it relates to your products and services.
You should only use one picture on your Billboard. Multiple pictures will usually produce a confusing or contradictory message, or they require to think about and link the commonality between the images. A single well-chosen image should be able to say as much, if not more, about your products and services than several badly-chosen quality images.
Look out of a bright window for just a few seconds, then close your eyes. You can still see the outline of the image that you were just looking at, even when your eyes are closed. Some of the great billboard adverts achieve the same effect. IPod are currently running a series of adverts, that simply involve the use of a bright single colour background, with the black silhouette of a human figure dancing. Even a quick glance at one of these billboards will improve the image on your mind for several seconds.

By playing on the basic human instinct of love, lust, hate and disgust, etc, you can create their reaction that will remain with the viewer, long after they have seen your billboard.
